David W. Pickard III, Esq., AIA

Mr. Pickard is the President of two professional service firms that comprise the Pickard Organization; the Law Office of David Pickard, and David W. Pickard Jr., Inc. dba Pickard Architects. He is both a member of the State Bar of California and a California licensed architect. Mr. Pickard initially became licensed to practice architecture 33 years ago in 1986. That same year, he was one of the 2 founding principals of Pickard Architects, which has been in active and continuous practice since that time. After a few years in practice, he began to take particular interest in the legal and business aspects of project execution. In particular, he recognized the importance of proper contract planning and efficient dispute resolution in the construction industry to achieve successful results. This interest grew into a passion, compelling him to become a lawyer. He became a licensed attorney 20 years ago in 1999, and the Law Office of David Pickard was born. Being both a licensed architect and licensed attorney was a unique professional licensing combination that nurtured a business model which has matured to be an effective organization with a distinct competitive advantage in today’s real estate and construction marketplace. An architect who understands the law, and a lawyer who understands the real estate and construction industry. 

Pickard Architects is a California based architecture and engineering firm. The firm has completed more than 1,300 projects over the last 31 years. In addition to traditional architecture and engineering services, Pickard provides real estate and site evaluation, deal structuring, construction management, project management, entitlement, and design-build services to its clients. Providing award winning architectural and engineering services for public and private clients, the firm has developed an extensive design portfolio, including both new and remodel projects, and free standing and interiors/tenant improvement work. Pickard’s resume of projects is quite diverse as the firm has never focused solely on any single project or client type. Rather, Pickard has developed a very broad and diverse project and client resume.

Pickard is committed to a team approach and attention to detail throughout each project. Individual contributions are encouraged, enhancing exploration and resolution of the issues at hand. It is the firm’s practice to re-evaluate our Clients’ functional program, project values, schedules, and financial criteria periodically 

as our team continues through the design, construction, and management process. We believe that “up-front” conceptual engineering of systems and 

building components, along with order of magnitude cost estimates and schedule forecasting provides the greatest opportunity for early evaluation of alternative systems, design approaches, construction methods and materials, and best-case scheduling and document controls. 

From 1989 to 2008 Mr. Pickard was the RMO and a Vice President of Pickard Construction, Inc., a commercial general contracting company also based in Southern California. With an average annual volume of $ 20M per year, the company completed hundreds of projects during its 19 years in business. Directly responsible for overall management of the company, Mr. Pickard is well versed in all aspects of construction, and is an expert in the integration of design philosophies, building systems, and engineering with construction scheduling, cost analysis, and project management. He is an expert in the design-build delivery system. 

Additionally, Mr. Pickard has continuously and actively practiced law for 20 years, representing clients in both transactional and litigation matters in the areas of construction and real estate law. He has successfully handled a wide range of matters, including contract and document review for accuracy, subject matter 

completeness, and potential claims avoidance; managing dispute resolution between property owners, contractors, subcontractors, architects, and engineers; 

handling commercial lease negotiations between landlords and tenants; and, when required, litigating matters in the Los Angeles, Orange, Riverside, and San Bernardino Superior Courts.

As a lawyer, the depth of Mr. Pickard’s experience in architecture and construction is of particular importance in the context of potential claims avoidance. His knowledge of the construction process, and of the relationships among the multiple team members involved in delivering a completed project is invaluable to setting up “front-end” controls and contract provisions that will facilitate efficient and high quality instruments of service provided by team members. This helps ensure results that are cost effective and delivered in a timely manner.

Prior to the formation of the Pickard Organization, Mr. Pickard worked for 4 years at Charles Kober Associates, a Los Angeles based architecture, engineering, and construction management firm with offices in San Francisco, Seattle, Denver, Dallas, Washington D.C., and London where he worked on large scale commercial projects, including regional enclosed shopping centers and high rise office buildings.

Following his employment at Kober, he worked for 4 years as a project engineer for the Newport Beach based Koll Company, a general contractor, on the construction of the Hughes Aircraft Company Corporate Headquarters in the

Playa Vista area of Los Angeles, California. The project, constructed between 1982 and 1986 at a cost of approximately $ 225M, was comprised of a 4 level subterranean cast-in-place concrete parking garage approximately 1,000 feet in length and 250 feet wide with 4 floors of office space above grade oriented in terraces around a large central court. Hughes has since sold the building, and it is now owned by Loyola Marymount University, known today as University Hall. Mr. Pickard’s responsibilities on the project were primarily focused on bidding, purchasing, contracting for, and managing the design and construction of the curtain wall systems on the building (granite cladding and glass and glazing), skylight systems, structural concrete, roofing systems, elevators and escalators, sheet metal and expansion control systems, doors/frames/hardware, granite paving, roofing systems, high end millwork and cabinets, and interior finishes such as ceramic tile, painting, and floor coverings. Additionally, he was charged with setting up, managing, and monitoring both static and dynamic laboratory testing of the curtain wall and skylight systems, and procurement of the granite material for the entire project – quarried in Spain, fabricated in Italy, and shipped via container to the Port of Los Angeles.
